1. Lets the president issue a national emergency within certain constraints.
2. He is trying to go around congress to fund his border wall.
3. Both houses of congress would have to approve the resolution with a simple majority.
4. He can just veto it.
5. Landowners can sue for the government taking their land even though eminent domain is a thing.
6. The lawsuits took forever and are still pending to this day.
7. Because they claim that it is an abuse of Constitutional power.
8. They could sue him.
