Reince Priebus was his original Chief of Staff and he was the RNC chair.

His former Chief of Staff was weak and he replaced him with a strong military guy.
5. In what ways did Kelly influence policy making while he was Chief of Staff?
He improved the organization of the White House. He also went along with and supported most of Trump's policies.

3.6 National Emergency

1. Lets the president issue a national emergency within certain constraints. 2. He is trying to go around congress to fund his border wall. 3. Both houses of congress would have to approve the resolution with a simple majority. 4. He can just veto it. 5. Landowners can sue for the government taking their land even though eminent domain is a thing. 6. The lawsuits took forever and are still pending to this day. 7. Because they claim that it is an abuse of Constitutional power. 8. They could sue him.
